Norberto (Bert) Caoili is known by many as “Kuya Bert”. He is a graduate of Mapua Institute of Technology in Manila with a B.S. Degree in Mechanical Engineering. He was the 2nd Place Top Nothcher in the Jr. Professional Engineering Board Examination in the Philippines, was Chief Engineer with the Vulcan Manufacturing company, 2-year scholar sent by the government to Germany, and was Instructor at Mapua Institute of Technology before the Boeing Company hired him in 1968. 

In his new-found country, he became a Boeing Engineer, an MBA graduate from City University in Seattle, a certified board Professional Engineer in Washington State, and was involved in many organizations. He is the Founding President of the Association of Filipino-American Engineers (AFEW), past President of the Circulo Pampangueno, the Coalition of Filipino American Organizations (COFAO), Pacific Asian Empowerment Program (PAEP), and most notably the Filipino Community of Seattle (FCS), where he served for 10 years! He was Past District Governor of the Lions Multiple District 19, and currently (2024-2025) the President of the Seattle Bituin Lions Club!

His community service and volunteerism were not just in the greater Puget Sound area. He helped build home in Mexico, Korea thru the “Jimmy Carter Work Project” and “Gawad Kalinga (GK)”! He has volunteered annually thru “iCARE” & Lions for 7 years, checking the eyes and giving eyeglasses & sunglasses to the young & old in Jamaica!

At 85 years old, he is still active in the Seattle Bituin Lions Club, and the Filipino American Community of Puget Sound in Algona, where he teaches “Line Dancing”!

 Born in Cuyapo, Nueva Ecija, Philippines. Immigrated to the USA September 1974. Married to Linda Santos with 3 children, 2 boys and a girl. Landed first job in America as Draftsman-Designer at Bouillon Consulting Engineers in Seattle, WA from 1975 to 1977.  Hired by Seattle City Light as Electrical Engr in 1978 and retired in 2013 after 35 years of gainful employment. Currently serving as Chaplain of Bataan Masonic Lodge No.45 in Seattle and Adviser to the 36-year old organization CuSA, the Cuyapo Seattle Association. Have done  a lot of travels with my wife Linda who retired as Sr Accountant at UW but our priorities at present are with our 4 grandchildren, 3 boys and a girl. God is good. God is great!

 Lou Domingo is a retiree of The Boeing Company where she had a fulfilling 35-year career. Her tenure was marked by impactful leadership roles including: overseeing IT CAD/CAM Architecture, guiding teams of IT technical fellows and engineers; serving in senior management within IT Corporate Audit; and spearheading program management for Boeing’s enterprise-wide Transportation Management & Monitoring System.  Prior to Boeing, Lou’s career path spanned diverse organizations, including the Philippine Commission on Population, San Miguel Corporation, and Western Paper Company in Kent, Washington - each contributing to the breadth of her experience and global perspective.  Lou earned her Bachelor of Science degree in Mathematics, graduating magna cum laude from St. Paul College of Manila. During her academic years, she served as President of the Paulinian Math Club and was awarded a prestigious computing programming scholarship in her senior year, reflecting both her leadership and technical acumen.  Outside of her professional achievements, Lou has been a passionate advocate for community service. Her leadership extended into civic life as President of the Fil-Am Community of St. Anthony School, Board Member of the Filipino Community of Seattle, Chairperson of the Pacific Northwest Tagumpay Awards, and President #8 of AFEW, where she continues to serve as a Board Member. Today, she remains engaged as volunteer-member with the St. Vincent de Paul Ministry at St. Stephen the Martyr, embodying her lifelong commitment to service.  Lou and her husband Ron recently celebrated their 42nd civil wedding anniversary.  They treasure time spent with family—two daughters, their spouses, and five beloved grandchildren. They also enjoy traveling with family & dearest of friends.  Guided by servant leadership and radical generosity, Lou is inspired by the principle: “You make a living by what you get, you make a life by what you give.”

A proud graduate of the University of Santo Tomas, Benigno (Jun) C. Aesquivel Jr. holds a Bachelor's degree in Civil Engineering from the Class of 1973. He started his career as a Civil and Structural Engineer in Manila, Philippines. He then ventured into a life in the USA-- moved from New York, NY to Kansas City, Missouri and then settled with his family in Seattle, WA. Before his retirement, he was gainfully employed with the City of Renton's Transportation and Traffic Engineering Dept. Jun Aesquivel has always been a strong community leader. He was a Board Member of the Filipino Community of Seattle (FCS), and currently a Board Member of the  International Drop-In Center (IDIC) and Vice President of the Balayan Las Vegas Association (BLVA). He humbly and proudly served as AFEW's President from 2013 to 2015.

AFEW Past President Noel Aquino is a Licensed Professional Engineer with the City of Seattle. He has worked and lived in several countries including the Philippines, Bahrain and Sri Lanka.  He has extensive experience in electrical system design in power engineering, control engineering, PLC, HMI, commercial, industrial and residential building design and Boeing 737/757 Electrical Wire Installation Design. 

Noel has served as AFEW's President from 2016 to 2018 and has constantly been inspiring excellence in leadership ever since. He is a proud father of 2 beautiful and talented daughters, and enjoys travelling and outdoor adventures with his wife, Nikki.

Francis is a detail-oriented Civil Engineer with over 40 years of experience in designing, managing, and executing large-scale infrastructure projects, such as dams, bridges, industrial facilities, residential and commercial buildings. At his current King County position,he has overseen a portfolio of projects worth over $250 million while supervising a team of 10 senior engineers. Francis is adept at ensuring compliance with safety and environmental regulations and is an expert user of software like SAP, CSI Bridge, Primavera p6 & unifier, Maximo, PRISM, BIM and AutoCAD. His work has consistently resulted in the successful and cost-effective completion of projects, and won several  "Best Infrastructure Project" awards from American Public Works Association and NWCCC including five (5) KC excellence in building green awards. Francis’ leadership was defined by a visionary spirit, unwavering dedication and collaborative approach that expertly guided AFEW to become a non-profit organization including fostering an environment of growth and innovation.

 Janice Pelayo, an Ilokano, was born and raised in Buguey, Cagayan, Philippines, where her journey of resilience and ambition began. She earned her degree in Electronics and Communications Engineering from the Mapua Institute of Technology and later completed her Master of Business Administration at the University of Arizona Global Campus.  Her career took off at Globe Telecom, where she was part of the pioneering team that deployed the Philippines’ first GSM network—ushering in the mobile communications era that continues to shape how people connect today. This milestone not only transformed the nation’s telecommunications landscape but also marked the beginning of a global shift that redefined everyday life.  Today, Janice serves as a Senior Leader at T-Mobile USA, where she continues to drive innovation, foster collaboration, and champion inclusivity.  Outside of her professional achievements, Janice is deeply committed to balancing career with family, travel, and community engagement. Through her work with AFEW, she has helped empower engineering students in the Philippines by providing support to overcome financial barriers and pursue higher education. Her dedication to education reflects her belief that true leadership is not only about personal success but also about empowering the next generation to create a brighter future.
